I've been shaving my underarm hair since I was 14. A couple years later, I decided to try shaving my entire body, top to bottom. I looked great, but I'm never shaving my pubic area or legs again because it hurt so damn much. I just have impossibly thick and dense body hair, so your results my vary.
There are only two permanant hair-removal processes that I know of. One uses a laser to basically boil the water inside, and fry the follicles and kill them, so no more hair can grow out. It works best if you have light skin and dark hair, and can take several treatments over the same area. Supposedly, it's not guaranteed, and it might just... not work.
Second, is a process called electrolysis, which does sort-of the same thing, except it goes after the hairs one-by-one. They stick a very thin needle, like an acupuncture needle (it's painless) down into each follicle, and give a tiny electric jolt (also painless) that kills the follicle. This has a better success rate, but it's obviously much slower.
Personally, I'd love to remove every single terminal hair on my body, except for on top of my head, eyebrows and eyelashes, but that's because I want to pretty much look like I did when I was 10. I've wanted this since I grew my first pubic hairs at 11. As there is no method to do it "all at once", it would likely take months and months of treatments and probably tens of thousands of dollars to do this, however. That's not something I can afford right now, either the time or the money. Maybe you can, dunno.
But keep in mind that most guys aren't into little boys, and probably aren't too keen on having you as a boyfriend if you're totally smooth. It depends on the guy, and some might like it more, and some won't care either way. You're probably better off with just waxing all areas that you want to be hairless. That will last at least a couple weeks, and it'll grow back in case you regret it. I see no reason it won't work on the face, too.
