I think we can agree that in countries that have adopted Communism (the Soviet Union, China, North Korea) the common people have suffered political and social repression at the hands of the leaders.

Don't get me wrong, I believe that, in theory, Communism is the way to go. Who wouldn't want to live in a society with no poverty where everyone helps each other out? But so far, whenever it's put into practice, the government represses the people. I don't want to give up my freedom of speech, and I don't want to have to wait in line for 12 hours for bread.

If you were to be the head of a newly installed communist regime, what action would you take and what safeguards would you put in place to prevent your people from suffering?

I wouldn't call DPRK communist, or even still socialist at this point. The military is a class, and clearly the employees of the state are as well, so it's not communism, and with so much concentrated authority, I don't know if you can say that the workers own the means of production either.

As for the failures of authoritarian bureaucracy, that's why I favor left-communism, though I think democratic socialism is a good model for transition. I think any absolute authority attracts authoritarians and reactionary intrigue and is something we should avoid if at all possible.

I am not a Maoist and may not be 100% accurate, so all corrections are welcome. Here we go:

They've been around for decades, were banned as a political party earlier this year, an are considered the biggest internal security threat in India.
As to their progress, India's PM said the police are losing the battle against the Maoists, who control 182 districts.

I don't think that the ideology of guerilla movements should be on par with abstract politics. The politics behind their action rather poses the necessary ideological integration of a certain group, whose specific enviroment allowed them to emerge in the first place.
I don't know if they are able to formulate specific strategic goals, but in any case their movement is bound to fail sooner or later be it because of utter disorganization and internal power struggles resulting in alienation from the revolutionary subjects [see sendero luminoso] or ever more effective governmental countermesures succsesfully exploiting the peoples apathy thus forcing them to rely on ever more violent, unpopular and counterproductive acts of terror.

In a country as big as India the idea of violent revolution is laughable at best.

Oh don't get me wrong, I continue to be intrigued by causes, especially if they imply shitting on the immensly superior. However my own learnings have lead me to the conclusion that the violence is just as inffective as non-violence in the pursuit of goals that are not sufficiently supported by the specific socioeconomical circumstances.
I believe the most recent communist revolutions have all taken place in rather small [Nicaragua] or Isolated places [Cuba] making it easier for guerrilla movements to slowly encroach the few urban power centers. In a country as vast and socially diverse as India I can't imagine the resources it would take to pose a serious threath to the Indian government as a whole and not only to the incompetent and barely existing local governments in a few regions.
